Every card has another use.

Play its function, or send its intelligence. Browse the actual 60-card MVP deck and find the possibilities in your hand.

Use 01

Play the function.

Resolve the operation and discard it. Ignore colour and route. Observation, Search Warrant and Safe House are action choices; Decode and Diversion answer incoming intelligence.

Use 02

Send the intelligence.

Ignore the function. Follow its Cipher or Telegram route. When received, the colour fills a public dossier slot. You cannot use both purposes at once.
